Just started to get this problem (In chapter 4).
I notice in another topic that someone else had the same problem, and rectified it by reseating the PIC.
I found that if both the USB programming lead and the USB comms lead for the USB232 board are connected to the Laptop then the error appears. If I remove the USB232 USB cable before programming the PIC the error doesn't occure.

I am running Windows 7 Home, ASUS X53E Laptop, Flowcode 4.5 Pro.

Sounds like interference or a ground-loop. Breaking the loop prior to programming, as you're doing now by pulling the plug, is probably the best solution.
