I took the advice of inserting cap C7 and IC7 but can only get the the red LED to light. Please confirm the connection pads to be used for the two components in the form of a diagram, or a more detailed description.

please check link is removed. Look at picture on page 23 this will help you to identify the orientation of the transistor. C7 earth goes to the drill hole directly below. Use an DVM to give you confidance that this is the earthy side, Before inserting IC's. I laid C7 almost flat over the 2 resistors.

I have put in the C7 and IC7 as described and still the RED LED stays on and the green LED and yellow LED are off....Any one know what is wrong???
